How mortgages work in Armenia

Nominal rate vs effective annual rate

Armenian banks publish a nominal annual rate and an effective annual rate, or APR. Interest accrues at the nominal rate; the APR is the standardised cost disclosure and also reflects the repayment schedule and applicable mandatory charges. For a state-supported product, check whether each published figure is shown before or after any interest subsidy and compare the payment you would actually owe. The figures on this page are lender-published starting points, not a quote.

Many Armenian mortgages reset after a few years

A large share of programs are fixed only for an initial period, commonly the first three years, and then move to an index plus a margin. The low headline rate is therefore not guaranteed for the life of the loan. Programs marked "rate resets" in the table fall into this group — ask the bank what the rate would be today if the reset had already happened, and stress-test your budget against that number.

Down payment and loan-to-value

Down payments generally start around 10% for new builds bought from a developer the bank works with, and are typically higher on the secondary market. A smaller down payment usually means a higher rate, an extra margin, or a demand for additional collateral or insurance. Raising the down payment is normally the single most effective way to lower both the rate and the monthly payment.

State support and the income tax refund

State support and National Mortgage Company refinancing are shown separately: an ordinary NMC acquisition loan is not automatically a state-supported or interest-subsidised program. Under the Young Families program, primary-market loans are not interest-subsidised; qualifying secondary-market loans receive a 2-percentage-point subsidy in Yerevan or 4 points in the regions. Separately, Article 160 may refund eligible salary income tax against qualifying mortgage interest that was not paid by a subsidy. The benefits are not automatically combined, and eligibility depends on the borrower, lender, loan date, property source, value and location.

Common questions about comparing mortgage rates, effective annual rates, down payments, state support and mortgage income-tax refunds in Armenia.

Ordinary commercial mortgage programs in Armenia are generally priced in the low-to-mid teens in Armenian drams. Some targeted state-supported products publish lower borrower costs, but only for qualifying applicants and property variants. The table shows lender-published figures and the dataset review date; use it as a comparison starting point and obtain a written quote for your case.
The nominal annual rate is the rate at which interest accrues. The effective annual rate, or APR, is the standardised cost disclosure and also reflects the repayment schedule and applicable mandatory charges. For state-supported products, confirm whether the nominal rate, APR and payment are shown before or after any subsidy. Compare the borrower-paid payment and APR on the same basis, because a low nominal rate can still carry material charges.
Down payments commonly start at about 10% when you buy a new build from a developer the bank partners with, and are usually higher for secondary-market purchases. Banks often price a smaller down payment with an added margin, or require additional collateral or insurance to cover the gap. The table shows the published minimum, but the notes explain when that minimum is conditional and your applicable requirement may be higher.
Potentially. Article 160 applies to qualifying hired employees whose salary income tax has been paid and whose mortgage comes from an Armenian-resident financial organisation for an eligible direct-developer, State or community purchase, or individual-house construction. For a purchase, the contractual value must not exceed AMD 55 million, and a borrower and any co-borrowers may use the post-2018 benefit for only one mortgage contract. The quarterly refund cannot exceed eligible salary income tax paid, qualifying interest actually paid excluding subsidised interest, or the combined legal cap: AMD 750,000 for mortgages received on or after 1 January 2025 and AMD 1.5 million for qualifying 2018–2024 mortgages. New Yerevan mortgages after 1 January 2025 generally do not qualify unless the construction permit predates 1 January 2022. Mortgages received after 1 January 2027 phase out in Aragatsotn, Ararat, Armavir and Kotayk; those received after 1 January 2029 phase out in the remaining marzes, with an exception for listed border settlements. Apply through the State Revenue Committee and verify your case before relying on an estimate.
The longest term currently listed is 30 years, although many programs cap the term at 20 years and some also set a minimum. A longer term lowers the monthly payment but increases total interest when the rate stays fixed. If you select a term outside a product's published range, this page marks the row outside its limits and withholds a comparable payment instead of silently changing your requested term.
Under current Armenian law, a residential mortgage must generally be issued in drams. A foreign-currency residential mortgage is available only to a qualifying non-resident borrower and is not available when an Armenian-resident co-borrower is involved; residency is not the same as citizenship. If you qualify, remember that exchange-rate movements change the effective burden when your income and debt are in different currencies. The calculator requires confirmation of the legal residency condition and uses a dated CBA reference rate for conversion.
Some Armenian banks lend to foreign nationals and non-residents, often with a higher down payment and stricter income documentation. For residential mortgages, foreign-currency eligibility turns on legal residency rather than citizenship: the borrower must be a qualifying non-resident and there cannot be an Armenian-resident co-borrower. Targeted state-supported programs can impose separate citizenship or residency rules. Confirm both the bank's underwriting rules and the program's legal eligibility rules before relying on a listed rate.
A state-supported label is not a promise of an interest subsidy, and an NMC-refinanced acquisition loan is not automatically a state program. Under the Young Families program, core rules include Armenian citizenship, a combined spousal age of no more than 70 or a single parent aged 18–35 with a child, one-time support, and maximum property prices of AMD 30 million for a primary-market purchase and AMD 25 million for a secondary-market purchase. Primary-market loans are not interest-subsidised; qualifying secondary-market loans receive a 2-percentage-point subsidy in Yerevan or 4 points in the regions. Participating lenders also apply underwriting and may impose additional conditions. This page lists bank-published products, not every government housing-support program, so confirm eligibility with the bank and the responsible authority.
