Where it stands today
Fully designed and administratively cleared — comprehensive state expertise passed on 9 June 2025, the 107.3 billion AMD programme cleared by the Finance Ministry on 20 April 2026 and approved by the Public Investment Committee on 1 July 2026. But nothing has been built: there is no adopted expropriation decision, no technical-supervision tender, no construction tender, no contractor and no financing partner, after four publicly stated start dates were missed.

Confirmed milestones
Government allocates 1.1 bn AMD for the station design
The Cabinet allocated 1.1 billion AMD for design and cost-estimate work; the total design cost was put at 1.848 billion AMD. The station was shifted 120–140 m from the 1980s Soviet plan to the Halabyan–Abelyan intersection, the line was given as roughly 1.5 km, and construction was estimated at 48 months at the time.
Design package delivered and sent to comprehensive state expertise
Mayor Tigran Avinyan said the contractor had submitted the complete design package and that it was undergoing comprehensive expertise, adding that the city should be ready to start construction the following year.
Design receives a positive conclusion from comprehensive state expertise
The municipality announced that the design package for the 11th station had passed comprehensive state expertise. The stated next steps were approval of full financing, property alienation and resettlement in the impact zone, and preparation of the construction tender.
Design phase declared finished; tendering split into three stages
Avinyan said the design phase was finalised and that tendering would be split into three parts: the section from Barekamutyun station to the Hrazdan gorge, the bridge over the gorge, and the tunnel with the station itself.
The 2025 budget line is cut from 9.6 to 1.4 bn AMD
Mayor Avinyan confirmed that the 2025 city allocation for the station was reduced from 9.6 billion to 1.4 billion AMD, and that part of the freed money was spent on 45 new trolleybuses. He said 2 billion AMD was budgeted for the station in 2026.
Municipal official alleges the design contract was paid in full but not fully delivered
Tigran Mushegyan, head of transport and metro programmes at the city's investment programmes office, publicly alleged that the designer completed the design stage but not the working documentation, although the 1.848 billion AMD contract covering both was paid in full.
City sets a 2026–2031 construction window worth 98 bn AMD
After a City Hall meeting the municipality said 2026–2031 was allocated to the construction and installation cycle, valued at 98 billion AMD, to be financed from the state budget without international loans and managed to FIDIC standards. That financing position was reversed by July 2026.
Criminal proceedings reported over the procurement of the design
Hetq reported that the Investigative Committee had opened proceedings under Article 446 part 1 of the Criminal Code (official negligence) over the ordering and procurement of the design, stating the documentation was incomplete yet paid in full. No suspect has been named, and the date shown is the date of the report.
City Hall says the construction tender may slip to 2027
First Deputy Mayor Armen Pambukhchyan said the construction tender “could be announced this year or next”, noting that all project assessments were complete but the preparatory phase had taken longer than expected.
Prequalification completed for the urban-development site next to the station
In the two-stage competition for an investment project on land adjacent to the future station, seven international and local companies applied at prequalification and two qualified. The two were to submit concept sketches and feasibility studies by 3 March 2026.
Terms of reference for FIDIC-style technical supervision completed
The mayor's adviser Aneta Babayan said the technical specification for construction supervision was finished and written to FIDIC logic, so that the supervisor also acts as engineer and contract manager, and that it was going for legal review.
Draft decision circulated to declare about 4 hectares overriding public interest
A draft government decision was put into circulation covering 41,130.3 m² and 31 properties — housing, a technopark, production premises and land — with an acquisition programme valued at 9.6 billion AMD. The same package gives the line as 1,500 m, the bridge as about 210 m, and implementation as 57 months, or 81 if built in phases. The decision has not been adopted.
Investment programme valued at 107.3 bn AMD and cleared by the Finance Ministry
The mayor's adviser said the economic value of the investment programme is 107.3 billion AMD (about $287.4 million) with an internal economic rate of return of 15.3%, and that it had received a positive conclusion from the Ministry of Finance while awaiting an Investment Committee session.
Pashinyan calls for construction to “finally begin”, starting with the supervision tender
At a government session the Prime Minister said it was very important to finally start construction of the station and instructed City Hall representatives to begin with a tender to attract technical supervision before moving to the next stages.
Public Investment Committee approves the station construction programme
The 8th session of the Public Investment Committee, chaired by the Prime Minister, considered and approved four public investment programmes, among them construction of the Ajapnyak station and modernisation of the Yerevan Metro.
Mayor: the station is the most mature of the approved programmes; a financing partner is due within one to two months
Avinyan said the station programme is the most mature of three infrastructure programmes approved with a combined budget of $650 million, that design and budget documentation is complete, and that a decision on proceeding with international financial partners must be taken within one to two months.
What to watch next — not confirmed
- Adoption of the government decision on overriding public interest — only a draft was circulated in March 2026.
- Announcement of the technical-supervision (FIDIC) tender the Prime Minister ordered to come first.
- The construction tender and a named contractor — City Hall itself has said it may slip to 2027.
- Selection of an international financing partner, which the mayor said on 6 July 2026 should be decided within one to two months.
- The winner of the adjacent business-centre competition, still unannounced after prequalification closed in February 2026.
