Remote mortgage transactions are coming to Armenia: what is approved and when the system may launch

The legal basis and standard contracts are final, but the Cadastre has not yet officially announced that the new electronic tool is live.

Armenia has created a legal route for a buyer, seller and lender to sign certain mortgage-backed property transactions on the Cadastre electronic platform without notarization. The Government says the buyer may sign from Armenia or abroad.

This does not mean every home can already be bought remotely. The exception is limited to two mixed-contract types, requires a participating bank or authorized mortgage lender, and only works when the exact government template is used without added terms. No official launch notice has been found.

Two exact templates have been approved

One combines a right to buy property under construction with a mortgage; the other combines a completed property sale with a mortgage. The financing organization is a party to both.

The notary exception has narrow conditions

The contract must be concluded on the Cadastre platform with a bank or mortgage-authorized credit organization, use the government template exactly, and contain no additional terms.

The lender starts registration

After the electronic agreement is signed, the bank or authorized credit organization submits the state-registration application rather than the buyer.

Signing from abroad is part of the intended workflow

The Government’s official explanation says the buyer will be able to validate the contract while in Armenia or outside the country.

    No official launch date has been announced. The decisions set latest deadlines of 23 and 24 January 2027.

  • Ask your bank whether and when it expects to support the electronic workflow.
  • Check whether the transaction fits one of the two contract types named in the law.
  • Until the Cadastre announces launch, do not assume today’s notary or power-of-attorney process has ended.
  • If the deal needs extra clauses, consult the lender and a lawyer because the notary exception may no longer apply.
